Jaycee Dugard Wins $20 Million Settlement
Parole officers’ neglect led to a longer captivity.

Jaycee Dugard, the young woman who spent 18 years as the prisoner of a convicted sex offender, was awarded $20 million by the state of California because parole officers didn’t adequately monitor her captor.
Smarter work by the officers could have ended Dugard’s ordeal years earlier. Now 30, she had two daughters, 12 and 15, by sex offender Phillip Garrido during her ordeal in a northern California town.

A report by David Shaw, the California Inspector-General, found that “Garrido committed numerous parole violations and that the department failed to properly supervise Garrido and missed numerous opportunities to discover his victims.” Garrido was on parole after being convicted in a 1976 kidnapping and rape.
Garrido and his wife, Nancy, are awaiting trial on charges stemming from Jaycee’s ordeal. (Newser)
